Kerry, a longtime senator and secretary of state, was tapped shortly after Joe Biden's November 2020 election to take on the new role created specifically to fight climate change on behalf of the administration on the global stage. "John Kerry's tireless work to deliver global progress on the climate crisis has been heroic," former Vice President Al Gore, who has focused primarily on climate in his post-public office life, said in a statement Saturday. While his gravitas has made him a central climate figure around the world, Kerry also has strong critics who argue America's climate policies don't amount to leadership in fighting global warming. The Inflation Reduction Act, the largest climate law in U.S. history, is pumping billions of dollars into renewable energies.

During those COP27 climate talks last year in Egypt, China's top climate envoy, Xie Zhenhua, made an unexpected appearance at a meeting of the Global Methane Partnership, a U.S.-EU led initiative aimed at slashing 2020-level methane emissions by 30% by the end of this decade. Xie said China had drafted a plan with concrete measures to curb methane emissions from energy, agriculture and waste. COAL GASTwo big sources of methane emissions growth in China are livestock and rice production, neither of which are included in the country's climate plans. China is the world's largest source of methane from coal mines, with 28% of the world's biggest methane emissions points, according to Antoine Halff, co-founder of the environmental research group Karryos. "When you look around at the sources of coal mine methane worldwide, China is three or four times bigger than the next country's coal mine methane emissions," Banks said.

The last time a presidential candidate was criminally charged for alleged campaign finance violations, John Edwards faced up to 30 years in prison and $1.5 million in fines. Edwards was John Kerry's vice presidential running mate in 2004 in the pair's losing race against George W. Bush and Dick Cheney prior to launching his own presidential campaign in 2008. WASHINGTON, Dec 7 (Reuters) - U.S. Special Climate Envoy John Kerry on Wednesday hailed the decision to hold next year’s COP28 climate summit in OPEC member the United Arab Emirates, saying fossil fuel economies should be encouraged to lead the transition to clean energy. If there are going to be new forms of energy they want to be among the providers of it, just as they are today." Kerry touted the announcement of a $20 billion investment of public and private funds to help Indonesia transition away from coal. During the summit, China's top climate diplomat Xie Zhenhua dropped in to a ministerial meeting at Kerry's invitation and outlined China’s broad strategy to cut methane emissions. "I thought he made an important contribution in talking about what China knows it needs to do on methane and we're waiting to see their full program," Kerry said.

He said any new strategy should not require new finance from donor countries or for the banks to accept a lower credit rating. Kerry said if the World Bank and regional development banks could increase their lending by the hundreds of billions of dollars, it could leverage trillions in capital from the private sector and other sources. These calls intensified after World Bank President David Malpass in September initially declined to say at a public event whether he accepts the scientific consensus on global warming, which drew condemnation by the White House. Kerry said he would work with German State Secretary for Economic Cooperation and Development Jochen Flasbarth to develop the plan. "We just need a leadership that's ready to stand up, do what the laws allow," he said.

The COP27 climate summit gets underway in Egypt from Nov. 6. Climate Change Conference will see more than 30,000 delegates convene in the Red Sea resort town of Sharm el-Sheikh to discuss collective action on the climate emergency. Loss and damage funding, meanwhile, is recognized by many as the third pillar of international climate policy. Kerry's openness to talks on loss and damage funding marked an abrupt change in tone from just one month earlier. Singh said political mobilization over loss and damage funding makes COP27 the most important COP yet.
